Local Programming: Diagnosing Housing Needs and Illustrating Holistic Solutions

At Home In Greeley, Colorado, is an innovative two-part project. It began with a citywide housing assessment to understand current and future housing demand and used that analysis in an area plan to show how affordable solutions could be applied in an area of need of reinvestment.

The Housing Needs Assessment (HNA) analyzed Greeley’s housing types, price points, and locationst odetermine how all residents could have more housing options. The 10th Street Area Plan leverages the findings of the HNA to show how needed housing could fit in an underutilized corridor through mixed-use and infill development. It illustrates a realistic opportunity to create a livable, walkable community that serves a key role within the citywide housing ecosystem by reinventing an area dominated by parking lots and strip malls. The latter offer the opportunity for reinvention without displacement while strategically solving a number of city problems.

This unique plan process combined deep data analysis with intentional engagement to produce a holistic and economically feasible plan. It also marked the beginning of a new engagement approach for the city to better engage with its Spanish-speaking community through targeted business outreach, Spanish-language meetings, and other tools.
