Reconnecting Communities: Inclusive Solutions to Overcome Transportation Barriers

Panelists discuss the history of redlining and freeway development, and review some recent projects in California:
  • The Reconnecting Communities: Highways to Boulevards (RC:H2B) Pilot Program, recently launched by Caltrans;
  • The City of Long Beach’s award-winning Shoreline Realignment Project to create a cohesive neighborhood and improve connectivity; and
  • the Southern California Association of Governments' Highways to Boulevards Regional Study, which identifies opportunities to reconnect communities by removing, retrofitting, or mitigating transportation facilities such as highways or railways that create barriers to community connectivity.
These projects offer potential solutions, key takeaways, and strategies that agencies are implementing to advance inclusive and equitable community planning to reconnect communities.
