Fatima Elkott is an urban planner and facilitator dedicated to collaborative solutions for complex issues. With experience across public, private, and nonprofit sectors, she combines her expertise in transportation, community planning, and GIS to build sustainable, community-driven initiatives. In Hillsborough County, she has led long-term place-based projects, fostering authentic relationships and strategic collaborations that center youth and community voices.
Her work in youth planning began with an independent study on youth as urban planners, where she developed an action-service framework that equips young people to co-create and implement neighborhood projects alongside grassroots organizations. She has since applied this approach in planning processes, participatory design, and policy advocacy, ensuring young people move from being consulted to becoming active decision-makers in shaping their built environment.
Fatima integrates storytelling, arts, and culture to make planning more engaging, accessible, and reflective of lived experiences. She has led creative placekeeping initiatives that elevate community narratives through art and digital storytelling. Nationally, she collaborates with organizations to advance the urban planning profession- co-designing strategies that connect transportation, public space, and civic engagement, ensuring planning is inclusive, action-driven, and rooted in community ownership. She also works with Youth-focused organizations to co-create national strategies to advance youth power.
