As lead author of the forthcoming guidebook (Strategic Code Enforcement (2024) (Solano Press Book), Schilling brings more than 30 years of expertise on the legal, policy and management strategies that advance cross agency and community collaborations when administering land use plans, policies, regulations. Schilling co-founded the Strategic Code Enforcement Management Academy training cross agency teams from 30+ jurisdictions over the past 8 years. in partnership with the National League of Cities, Schilling co-designed the Policy and Systems Change Compass as a framework to help local governments ensure their policy making and implementation is more effective, efficient and equitable in address the actual root causes of pressing land use,climate, and urbanb regeneration problems. Before coming to Urban Schilling has served as lead code enforcement attorney in San Diego, ICMA's director of community/economic development, and professor of urban planning for Virginia Tech in Northern Virginia. Joe currently teaches land use law and sustainability planning courses in the law school and planning programs for George Washington University.
