As lead author of the forthcoming guidebook (Strategic Code Enforcement (2024) (Solano Press), Schilling brings more than 30 years of expertise on the legal, policy and management strategies that advance cross agency and community collaborations when administering land use plans, policies, regulations. Schilling co-founded the Strategic Code Enforcement Management Academy training cross agency teams from 30+ jurisdictions over the past 8 years. Schilling has served as lead code enforcement attorney in San Diego, ICMA's director of community/economic development, and professor of urban planning for Virginia Tech in Northern Virginia. Joe currently teaches law and sustainability planning for George Washington University.
