Heather Gutherless is the Long Range Planning Supervisor for Jefferson County Planning & Zoning, bringing over two decades of experience in land use planning, policy development, and community engagement. Throughout her tenure with Jefferson County, she has held various leadership roles, most recently serving as Project Manager for Together Jeffco—a comprehensive initiative to update the County’s Comprehensive Plan, Transportation & Mobility Plan, Community Wildfire Protection Plan, and the Evacuation Annex of the Comprehensive Emergency Management Plan and create a Unified Land Use Code.
Heather has led a range of impactful projects, including updating wildfire regulations, managing complex and controversial development cases, revising Accessory Dwelling Unit regulations, and updating several small area plans. Before joining Jefferson County, she worked as a Planner for Clear Creek County, where she played a key role in redistributing former Bureau of Land Management properties.
With a passion for community outreach, resiliency planning, and sustainability, Heather is dedicated to fostering long-term, strategic growth while ensuring the safety and well-being of residents.
