Bill combines planning, development economics, and implementation. He advises as CITECON and lectures on economics and planning at UCSD. With Arup, AECOM, and Economics Research Associates, Bill has consulted in 30 states and 10 countries. His government experience includes Director for San Diego; Deputy Executive Director of the Redevelopment Agency; and Deputy COO. Bill served on San Diego’s Planning Commission from 1995-2003.
An FAICP, Bill was President of APA and the California Planning Roundtable, Vice-Chair of ULI’s Urban Revitalization Council, and a member of Lambda Alpha.
Education - Claremont McKenna College and master’s City & Regional Planning from Harvard University.
