Noelle earned a Master's degree in Urban and Regionally Planning from Eastern Washington University in 2011. With 12 years of experience as a county-level land use planner, Noelle joined the Climate & Ecosystem section with the Washington State Department of Commerce in 2023 to assist jurisdictions in meeting the new state climate and resiliency planning requirements. Currently, Noelle focuses on helping jurisdictions meet climate planning requirements by providing grant funding and technical assistance.
