Libby Kaiser, AICP, is a Principal City Planner with the City and County of Denver focused on modernizing zoning regulations to implement city goals related to affordable and inclusive housing, multi-modal transportation, urban food systems, and administrative clarity. Libby led a zoning code update in 2023 that defined standards for Temporary Managed Communities, creating space for micro-communities that provide sleeping units and wrap-around services for people experiencing homelessness. Prior to working for the city, Libby was a consultant to multi-family developers, helping them through project approvals, as well as local jurisdictions envisioning citywide and area plans, influenced by various community voices. She balances policy implementation with market and political realities to create feasible solutions.
