Marley Hicks, the Senior Planner at the Top of Alabama Regional Council of Governments (TARCOG). For the past three years, Marley has played a key role in advancing planning initiatives and grant development efforts across the Alabama region. Assisted and led the charge in various activities such as comprehensive planning, grant administration, and project development.
One of his most impactful projects has been leading TARCOG’s partnership with SolSmart, a national program dedicated to helping communities become leaders in solar energy. Through this initiative, Marley has worked to educate and support local governments in making more conscious sustainable energy solutions, impacting our region's future development.
In August 2024, Marley earned his master’s degree in Sustainable Smart Cities from the University of Alabama at Birmingham. He continues to apply his expertise to expand the regional adoption of solar and renewable energy, using councils of governments as a driving force for change. Passionate about sustainable development, Marley is committed to creating a cleaner, smarter future for our communities.
