Planners across the nation are implementing steps to improve housing and land use outcomes in their areas. However, restrictive covenants are one underestimated element guiding housing production and affordability throughout jurisdictions. Often used by homeowners associations (HOAs), these documents transfer with ownership and can have long-term effects on a city's land development patterns, affecting affordability and housing inclusion.

Learn what these documents are, the common content included within them, the limitations of local planners in controlling them, the effects they have on land development, and how legislators in many states are beginning to challenge their authority.
